About Ayushman Bharat Yojana

(1) Ayushman Bharat Yojana

The Government of India has announced Ayushman Bharat in the Union Finance Budget 2018, which has two main pillars, setting up one lakh health and wellness centers in the country and connecting 100 million families with health insurance cover of Rs. 5.00 lakh per annum.






The main aspects of Ayushman Bharat Yojana are as under: -







The scheme will include rural families belonging to deprived category D-1 to D-7 (excluding D-6) identified in Social, Economic Caste Census (SECC) and identified business-based urban families. At the same time, families of certain categories will be automatically included.





In addition to the beneficiaries identified in the Socio-Economic Caste Census (SECC) under the Prime Minister's National Health Security Mission under the Ayushman Bharat Mission, M.P. It has been decided by the government that the provision of eligibility slip and workers of unorganized sector should also be included in food security. In future, consideration will be given to include beneficiaries of other schemes or other sections of the society in this scheme.

The Government of India will bear 60 per cent and the State Government will bear 40 per cent of the cost for the treatment of the beneficiaries identified in the Socio-Economic Caste Census (SECC). 100 percent of the amount spent on the treatment of the beneficiaries being added to the said scheme by the MP Government will be borne.





(2) Deen Dayal Health Security Council (DDSSP) “Niramayam”


In order to implement Ayushman Bharat Mission Yojana in the state, under the Madhya Pradesh Society Registration Act 1973, the registration of "Deen Dayal Swasthya Suraksha Parishad" has been done on 07 July 2018, the registration number is 01 /. 01/01/34127/18. This council is functioning as a state health agency, under which this plan will be fully implemented.




For the current operation of "Deen Dayal Swasthrthya Suraksha Parishad (DDSSP) Niramayam" Bureau '', work has been started at Jai Prakash Hospital Complex, Bhopal.


In Deen Dayal Swasthya Suraksha Parishad, 3 councils have been constituted as under: -


1. Advisory Council


2. Governing Council


Executive Council





(3) Bank account


For operation of the scheme, the bank has been selected through open competition and the savings bank account of the council has been opened in ICICI Bank. The central and state share of the scheme will be deposited in this bank account. The aforesaid Savings Bank Account has been linked to PFMS for receipt of Central. All the required IT for the operation of the scheme in the said savings account. The solutions will be provided by the bank at its own cost.

(4) Appointment of Transaction Advisory Team (TAT).


For the implementation of the scheme, 05 consultants have been hired from KPMG at the rates approved by NICSI, who are Health Care Expert, Insurance Expert (Health Sector) IT. Systems Analyst, Expert in Public Procurement and Expert in Contract Management.






(5) Implementation Support Agency (ISA)


E-tender has been issued on 15.08.2018 for the appointment of Implementation Support Agency (ISA).


Based on which, by adopting transparency, Vidal Health Insurance Company has been selected.


Initially the appointment of the agency will be for 02 years thereafter after work assessment this period can be extended for maximum 01 year. A third party auditor will be appointed in a transparent manner by adopting online tender process to audit the work being done by the Implementation Support Agency (ISA).







(6) District Implementation Unit (DIU)


For the successful implementation of Ayushman Bharat, the District Implementation Unit (DIU) has been constituted as per the instructions of the Government of India, in which the former officers will discharge their present responsibilities as well as the duties of the posts mentioned before their designations in DIU.


DIU which will include the following officers: -


District Collector - Chairman,

District Malaria Officer - District Nodal Officer

District Program Manager (NHM) - District Program Coordinator

District e-Governance Manager - District Information Systems Manager

District Media Officer - Public Grievance Redressal Manager

District Community Mobilizer - District Program Co-ordinator





(7) Empanelment process


A panel acceptance board has been constituted under the chairmanship of the operating hospital administration. In this scheme of all Government Hospitals, Government Medical Colleges, Private Hospitals, Private Medical Colleges etc. Impenial / Registration proceedings are being carried out online in accordance with the instructions of Government of India. In the first phase, all the district hospitals and government medical colleges are considered as independent empanelles.






(8) Fixed package for treatment


Treatment Package Rates have been fixed so that hospitals cannot recover arbitrarily on treatment and cost control can be maintained. These package rates have already been fixed by the government. The rate of Ayushman Bharat Yojana will cover all kinds of medical expenses (medicine, examination, transport, pre-treatment, post-treatment expenses), including a total of 1350 packages of 23 specialties, 472 reserved packages for government hospitals as well as additional package facilities and 10-day follow-up is also included.







(9) Payment of claim


Public and private clinics will submit the claim to the Implement Support Agency (ISA) within 10 days of the end of treatment with all required records and investigation reports and all claims received online by the Implement Support Agency will be tested within 15 days with their final recommendation. The State Health Society (SHA) will present the "Deen Dayal Swathanya Suraksha Parishad-Niramayam". Claims will be paid by the council to the concerned hospitals in their bank accounts through online within 05 days. Thus the entire claim process will be completed in 30 (thirty) days.






(10) Help desk


Under Ayushman Bharat Yojana, help desks have been set up in all the hospitals affiliated to the National Mission for Health Protection (AB-NHPM) so that the beneficiary families involved in the scheme can get all the information in one place and they have no difficulty in getting treatment. (11) Launch of the scheme

Under Ayushman Bharat Yojana, the National Health Protection Mission (AB-NHPM) has been piloted in 08 districts of the state in the first phase and in 02 medical colleges in the first phase on 15.08.2018 in the second phase 27.08 in 21 districts of the state. The pilot of the scheme was launched from 2018 and in the remaining 22 districts and the remaining government medical colleges from 10.09.2018. Implementation of the scheme in the entire state was started on 23.09.2018.
